Sessione 39 - The Welfare State for the Elderly: new perspectives in the context of ageing, covid-19 and the National Recovery and Resilience Plan

The panel focuses on the condition of the old age population in the aftermath of the pandemic and the recent reforms put on the agenda (at EU, national and/or sub-national level) in the policy areas more targeted to this part of the population. In the post-covid-19 context, new strategies for the elderly have been set up through the EU Recovery Plan and its implementation through the NRRP.

The panel aims to shed light on the evidence of changes in different policy areas, with the parallel reference to monetary transfers on the one hand (e.g. minimum and old age pensions) and social services (e.g. LTC; healthcare), with possible reference to further policy areas that are part of the so-called silver economy (e.g. tele-medicine; e-care). Such interplay between services and benefits is a key point and represents a traditional blind spot for the Italian welfare. For each policy, the panel welcomes contributions on the political conditions for reforms (e.g. political competition; agenda-setting), policy input, output and outcomes (e.g. adequacy, financial sustainability; inequalities).

Against such backdrop, this session welcomes papers analysing – either theoretically or empirically – the  recent evolution of the policies targeted to the elderly, addressing in particular the question of whether there was a change in the reform programme at EU, national and/or sub-national level and, eventually, which are the drivers and the obstacles of this change. The panel aims to address this topic from an interdisciplinary and multidimensional perspective, welcoming contributions both in ITALIAN and in ENGLISH from political scientists, sociologists, and economists working in the fields of EU governance, comparative politics, social policies, cohesion policy.
