Abstract:

A strong public education system is usually considered a precondition for social equity. Nonetheless, as part of a transforming welfare system, education is also experiencing an increasing influence from non-state actors. The perceived inefficiency of the public system and global competitiveness are given as the reasons for the modernisation of education through privatisation and commercialisation in public schools. Quite often, the dialogue and public debate about private actors entering the public education system remains scarce, as the involvement of the private sector remains to an extent not entirely visible. Non-state actors, especially philanthropic and private foundations, have an active role in influencing key public policies related to education. Limited research has been undertaken about the consequences of the active presence of non-state actors in the public school system and how and to what extent they transform education in welfare states.
